INTERNATIONAL CHAPLAIN CORPS (ICC)

1. Legal and Institutional Declaration

The International Chaplain Corps (ICC) is hereby established as a professional, civilian, non-military, and non-denominational corps operating under the Ethica Project, an ethical transformation and workplace excellence initiative of Christ Passover.

The International Chaplain Corps exists solely for the purpose of ethical transformation, character reform, productivity enhancement, and anti-corruption advocacy across workplaces, institutions, communities, and nations.


2. Nature and Scope of the International Chaplain Corps

The International Chaplain Corps is:

  • Civilian and Professional – not a military, security, or paramilitary body

  • Non-military – does not operate under any armed forces structure

  • Non-political – independent of partisan politics

  • Non-denominational in service delivery – chaplains serve institutions without imposing religious doctrine

  • Ethics-centered – focused on character, integrity, productivity, and ethical excellence

ICC chaplains serve as Chaplains for Character Change, not as religious officials.


3. Core Mandate of the International Chaplain Corps

The International Chaplain Corps is mandated to:

  1. Deploy trained and certified chaplains to workplaces and institutions

  2. Conduct weekly ethical excellence sessions (15–45 minutes)

  3. Promote ethical behaviour, discipline, accountability, and productivity

  4. Support anti-corruption and anti-fraud commitments

  5. Monitor ethical transformation and report institutional progress

  6. Facilitate Ethica Certification of Ethical Excellence for individuals and institutions

  7. Uphold ethical standards through renewal, withdrawal, and reinstatement mechanisms


4. Relationship Between ICC and Ethica

  • Ethica is the ethical framework, curriculum, certification authority, and global verification system

  • The International Chaplain Corps is the implementation and delivery arm of Ethica

All ICC chaplains are:

  • Trained under the Ethica Master Curriculum

  • Certified by Christ Passover – Ethica Secretariat

  • Governed by clear ethical, professional, and disciplinary policies


5. Global Positioning and Distinction

The International Chaplain Corps is distinct from:

  • Military chaplain corps

  • Denominational or church-based chaplain bodies

  • Pastoral or ecclesiastical ministries

Instead, ICC is positioned as:

A global professional corps for ethical excellence, character reform, and productivity transformation.

This distinction makes the ICC:

  • Acceptable to governments

  • Suitable for embassies and diplomatic institutions

  • Trusted by corporate entities

  • Scalable across Africa, Europe, the Americas, Asia, and beyond


6. Governance and Oversight

The International Chaplain Corps operates under:

  • The Ethica Secretariat (policy, certification, verification)

  • Institutional collaboration with governments and regulatory bodies

  • Oversight mechanisms including:

    • Ethical review committees

    • Performance monitoring

    • Certification renewal and withdrawal systems

Where applicable, national structures such as a National Chaplain Board or National Chaplaincy Authority may provide regulatory oversight, while Ethica retains training and certification authority.


7. Ethical Authority and Global Verification

Ethica, through the Ethica Secretariat and the  International Chaplain Corps, operates a Global Ethical Excellence Database, enabling:

  • Real-time verification of chaplains

  • Verification of individual and institutional certificates

  • Status display: Valid / Suspended / Withdrawn
